A public-policy questions (PPQ) is somewhat like a voter initiative, but is nonbinding and can be placed on ballots in a district-by-district basis. The organization Bay State Repeal, which is preparing to sponsor a full-scale legalization ballot initative in 2016, is planning to use the PPQ process in 2014 to fine-tune the language of the eventual initiative in 2016. The strategy is to place public-policy questions in pairs of districts, with the two questions diverging on one provision, for instance: Would you support recreational marijuana for 21-year-olds? in one district, and Would you support recreational marijuana for 18-year-olds? in another district.
Signature gatherers will be needed in various parts of the state.
